Cynthia Coto has been the County Manager for the County of Union since November 15, 2010.

Prior to relocating to North Carolina, Ms. Coto was a resident of Central Florida from 1970 to 2010 and spent 36 years in local government service.  Prior to being Union County’s Manager, Ms. Coto was the County Manager in Seminole County, FL for 3 ½ years and Volusia County, FL for 5 years.

Ms. Coto earned her undergraduate degree from the University of Central Florida in liberal studies with an emphasis in business administration, elementary education, social science and humanities.   She has been a member of ICMA (International City/County Management Association) for 30 years and is a credentialed manager.  Ms. Coto is a member of the North Carolina Association of County Commissioners, a Board Member of the United Way of Union County, and a member of the Monroe Rotary.

She and her husband Michael have two sons and one grandson.

Matthew Delk has served as Assistant County Manager since September 2007. He came to Union County from Halifax County, NC, where he served as County Manager for six years. He has also served as County Administrator of Bamberg County, SC and Deputy Administrator of Allendale County, SC.

Delk earned a master’s degree in public administration and bachelor of arts degree from the University of South Carolina. He also has received a diploma from the United States Army Engineer School.

Delk is a Major in the South Carolina Army National Guard. His military service includes an assignment in Mosul, Iraq as Commander of an Engineer Firefighter Detachment where he received the Purple Heart and the Army Commendation Medal for Valor in combat. He returned in October 2011 from his second tour of duty in Iraq where he commanded the 717th Explosive Hazard Team in Baghdad.

He and his wife Elizabeth have two sons, Jacob and Ryan.

Wes Baker has served as Assistant to the County Manager since August 2012.

Baker, a life-long resident of Union County, has served as Internal Auditor since 1999. For the past two years, he has also served in the positions of Interim County Manager, Interim Assistant County Manager and Interim Finance Director. Before coming to Union County, he served as a field tax auditor for the N.C. Employment Security Commission. Baker is also an honorably discharged U.S. Army veteran.

Baker is a graduate of Monroe High School and earned his bachelor of arts in business administration and bachelor of science in accounting from UNC Charlotte.
