The Tax Administrator’s Office lists, appraises and assesses all real and personal property in Union County according to State law. Each year as of January 1st, the Assessor must compile a tax roll of property subject to “ad valorem” (according to value) taxation.
Union County is a permanent listing county and does not require yearly tax listings of real property unless changes or improvements have been made. Maintenance such as painting/wallpaper, replacement of existing structures, landscaping, etc. is not considered an improvement, and does not require listing. It is the responsibility of the taxpayer to notify our office of any changes, other than those recorded by deed, by plat or by building permit, during the January listing period.
The North Carolina General Statutes mandate that all real property (land and buildings) must be reappraised at least once every eight years. Union County Board of Commissioners used a four year revaluation cycle in 2004 and in 2008. The next revaluation cycle has been set for 2015.
The Tax Administrator’s office is comprised of three divisions Appraisal, Assessment, and Collections. The Appraisal division is responsible for the appraisal and maintenance of all real and commercial property. The Assessment division identifies, maintains, lists and assesses all real and personal property. The Collections division collects revenues for Union County.

All Real and Personal Property tax bills must be paid or postmarked by January 7, 2013 to avoid interest.
January is the listing month for all business and personal property. 2013 listing forms were sent to all owners who listed business or personal property last year. If a person owns business or personal property located in Union County, they must list that property annually with the Tax Office before January 31 to avoid penalties. Although real property owners are not required to list their property on an annual basis, it is a good idea to list any improvements to real property with the tax office before January 31 to ensure accurate taxation. If you wish to appeal your 2012 Tax Value for Tax Year 2013, please fill out the Real Property Appeal Form and return it to the office by January 31, 2013. Remember, we will only look at comparable sales prior to January 1st, 2008. The Appraisal Division is responsible for the appraisal of all real property in Union County. They defend valuation appeals of real property to the Union County Board of Equalization and Review and the North Carolina Property Tax Commission.
Union County is a permanent listing county, and does not require yearly tax listing unless changes have been made to your real property. If changes to your property occur, other than by recorded deed, by plat or by building permits, it is the responsibility of the taxpayer to notify our office during the January listing period. These changes include improvements, new construction, demolition, or removal of buildings.

The Assessment Division identifies property, lists assets, maintains ownership data, and administers the tax relief programs for all real and personal property. The division consists of five primary areas – Personal Property, GIS/Land Records, Present Use Value, Exemptions and Exclusions, and Customer Service
North Carolina law provides for tax relief programs based ownership and use. These programs include tax exemptions for educational, charitable, governmental, fraternal, and religious use. Tax exclusions, in which only part of the property is subject to taxation, includes historical property and property owned by the elderly and disabled. The third tax relief program is Present Use Value. This program assists property owner who use their land to produce an agricultural, horticultural, or forestry commodity.
Our Customer Service Office is located on the second floor of the Union County Government Center. They provide service for taxpayers by phone and in person. All tax office data is available to the public though the customer service area. This data includes: copies of maps, property record cards, applications for all types of exemptions, exclusions and deferments, questions about tax bills, etc. There are also computers available to the public to access property tax related information.

The duty of this division of the Tax Administrator's Office is to collect revenues: ad valorem taxes, pet fees, fire taxes, school taxes, fire fees and motor vehicle taxes in accordance with Chapter 105 of the North Carolina General Statutes. The Collection Division also collects water and sewer charges, landfill fees and miscellaneous utility fees. Vann Harrell, Assistant Collector of Revenue, leads the Collection Division staff of 13.
Payment for the following can be made in person at the customer service counter or at the drive up payment drop box on Crowell St. behind the Old Post Office Building, which is located in front of the current Courthouse Building.

Property tax payments (except registered motor vehicles) are due September 1 and must be paid by January 5 to avoid interest charges. If mailed, payments must be postmarked by the US Postal Service on or before January 5 to avoid interest charges. Interest charges are 2% if paid January 6 through 31 and an additional ¾% each month thereafter.
